Item upgrades are a way to increase the stats of an item. Based on the type of upgrade, it can increase the rarity of an item or mark Level, and also boost other stats.
Each item has a track to upgrade it. Each upgrade increases the cost of the next item by a specific amount.

When an item is upgraded, its base stats are increased in value. The value is the sum of all of its leveled up advantages (attack magic attack, attack defense). Upgrades to items can be costly depending on the upgrader and what type of upgrade you choose to perform. This is due to the variety of perks that have to be altered to upgrade an item.
It is also used as a gating requirement while queueing for dungeons, raids and scenarios. It also serves to limit how much PvP gear players can use, since PvP is limited at a lower level. Players can see their average level of items on their character sheet.
The level of an item can help players compare the potency of gear when choosing to buy or sell. It's a sign of the damage and its quality. Comparing items in the inventory of a seller can be done using the item's level.
On PC, you can view the item level using ALT, or by using the left stick on XB1 or PS4. This will display the item's full description, including the ilvl. It can also be located by hovering over an item with the mouse cursor and entering /itemlevel into chat.
There are several theories on how the calculation of the item's level is made. One theory is that the level is a number that comes from a formula which calculates how much an item's stats are worth. It is based on the fact that different perks are valued differently, and that gems found in sockets increase the value of the item. This can lead to an item's ilvl which is calculated and is usually very close to Blizzard's actual level of the item.
It's not the only factor that influences the ilvl of an item. The degree of the area in which the item upgrader kit was dropped may change its stats. For example it can increase the item's haste or crit score. Items dropped in higher-level instances will have a higher value.
Item Stats
The Best item upgrade's stats can be the difference between a good or bad item for players. The game makes use of them in a variety of ways to encourage players not to limit themselves to a single weapon and to motivate players to experiment with other weapons. The stat mods of an weapon increase the base stats. These stat mods are then enhanced by a player's level.
The upgrades to items add by boosting certain stats on the item. The rarity of an item determines its cost of upgrading. For instance, a grey or white item will only be upgraded once, while an item with the rare tiers will be upgraded several times with higher prices.
Another way to change the stats of an item is through affixes. These are special stat boosts that can be added to an item by the player, and they come in all sizes and shapes. The affixes could do things like give the item extra damage, or give a specific capability to the item (such as reviving dead or reducing the cooldowns) or make the item unique by giving a special name to the item.
All affixes can be currently re-rolled by selecting them in the upgrade window and pressing the green button. This process will cost the player a certain amount of gold as well as items that can be used to add to the upgrade gauge in the same way as the other rerolling options.
Players can upgrade an item with specific stats or reroll affixes. The possible stat ranges of an item are based on the level of the item, but every item is guaranteed to have at minimum one stat within the range, unless it is an exclusive item or the result of a God roll from a raid boss.
Another thing that could be changed is the possibility to upgrade equipment without having to reroll the attaches, or select which stats to increase. Like the base equipment, this would have to be done per item and the item comparison interface wouldn't display all possible stats at once.
Item Luck
The Luck stat of a player stacks up to increase the odds of item discoveries as well as the properties that appear on loot drops and the intensity of those properties. It does not, however, directly affect damage or the ability to upgrade items. It provides players with an opportunity to get better equipment earlier in the game. This is especially advantageous in the early game, because players tend to put weapon scaling and defenses above raw damage gains.
In addition to influencing item discovery, Luck also increases the chance of being successful when upgrading items using the Blacksmith. This should not be confused with the Blacksmith's overall upgrade chance which increases with each level of the item and can be further enhanced by using an anti-material such as a Scroll of Strength or a Jewel of Blessing.
Armor, shields and weapons have an initial Luck value of 40. These items can be upgraded with golden ingots, spined leather or oak boards (depending on the type of material used) to give +40 Luck, or to increase the existing Luck of an item up to 140.
Additionally some items, such as the Hollow weapon that is infused with hollow can be outfitted to increase the damage of any damage-dealing skill by 5%. These items can be purchased in the shop or constructed using the right ingredients.
Item Failure
Not all upgrades are successful. Cash shop items can be used to increase the chances of success for an upgrade or to stop players from losing their item if it fails.
The rate of success of an upgrade is displayed in the Honing UI. The percentage is the chances of completing the upgrade successfully, and can be increased by adding Additional Materials or Special Materials. There are limits to how much success rates can be increased, and the overall chance of an upgrade failing can't be greater than 100%..
The success of an item upgrade is also affected by the luck of that item. Each item has an overall success rate of 25%, and each item with Luck increases this chance by 5percent.
The Best item upgrade upgrade overlays are displayed above items in the inventory. This could obscure enchantment effects and other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
